No it really does stand for progressive, the number before the p is the height of a resolution, like 640x360, 360p, 640x480, 480p, 1280x720, 720p and so on.

p in 360p actually stands for "progressive" as in "progressive scan" and 360 is the amount of pixels on the vertical y-axis of a resolution.
