This scene means a lot. Doakes wasn't a complete and utter asshole. He knew there was something wrong in Dexter, and he persecuted him because he could never put his finger on it, even through the experience he's gone through. When he finds out Dexter is a junkie, he feels as though it explains it all. This is where Doakes understands and accepts Dexter. "You owe me a new michelin." That, and nearly calling Dexter a cop, or at least equal, means that for a while, he was a friend.
