I thin it's the IED that got him arrested. Let's get real here. Had this guy blew up some stuff and gunned down a few people you'd all shrug and keep reading your Alex Jones. I'm a gun owner and I may want to carry a handgun into a place as dangerous as DC (and may have) but I leave the rifle for the range and hunting. The cops are using common sense when they stop a man in a city with no gun range with a rifle and a bomb.
Let's try to look rational guys.
