People who have that much muscle are not average.

For example 5'5 weighing 160 lbs of muscle is obese to the BMI

This isn't really a problem with the Wii Fit, it is a problem with the BMI system. If you read about BMI online this problem is acknowledged. If you have a lot of muscle you will appear overweight, so for athletes BMI can be ignored usually.
