The soloist playing the Bydlo solo is playing a Tenor Tuba.
Ravel originally scored the solo for Bass-Tuba (F Tuba), but as time went on people, found that the bass-tuba's sound did not "fit" musically.
This is why most Tubists pass the solo down to a trombone player with a Tenor tuba. The Timbre of the instrument fits the piece perfectly.
It's certainly not a euphonium, although they are very similar.

It is a strait-muted trumpet with rotary valves, as opposed to the piston trumpets. Possibly a piccolo trumpet.

That's not a trombone: it is a euphonium. And I believe, although not 100% sure (though it is easy to find out), in his transcription, Ravel gave the solo to the euphonium. Another arrangements uses the tuba. Also, the sound tends to carry better with the eupohonium, but that can change depending on the venue.
