So where is everybody? The lack of stopped vehicles suggests that this drill was publicized in advance, and people just stayed home and waited for it to be over, instead of having to find shelter during a regular work day.

This shows a paranoid society. However, in the age we live in it is a lesson to us all, and we should take note by providing our citizens with a nuclear civil defense preparedness drill. If we do so, we can do as President Kennedy said in 1961, "the lives of those citizens can be saved, if not destroyed by the fire, and blast, and heat, if there is adequate shelter, and if that shelter is avalible. We owe it to our families to do no less." JFK ,1961, berlin crisis.
