If the countries were purely interested in disbursing aid to Burma, they could have done that through countries like India, Thailand and Cambodia that have close relations with Burma. India delivered 200 tonnes to material through its Navy and Air Force and also set up a field hospital. All the US wanted was a military presence in Burma, albeit briefly, to gauge the Chinese naval strength and presence in the Indian Ocean region.
