I was NOT referring to that specific truck, but Scammel DID make trucks in the 70's and 89's, this one is a bit older than that, but I was giving the question some merit, but thanks for the information.

Scammel made trucks in England in the 1970's and 1980's.

Could this be one of the refurbished ones fitted with the Rolls-Royce diesel? A Leyland 0.600 could not move that thing around empty, let alone loaded with something to pull or move.
