"Reflecting Absence'' by Michael Arad, a young and virtually unknown architect, in conjunction with the landscape architect Peter Walker.
The memorial occupies about half of the 16-acre World Trade Center site. It includes a plaza with more than 400 swamp white oak trees, an area that will serve as a green roof over an underground museum.
Most significantly, the footprints of the original World Trade Center towers have been turned into two square, below-ground reflecting pools, each nearly an acre, fed from all sides by waterfalls that begin just above ground level and bordered by continuous bronze panels inscribed with the names of those who died there and in Washington and Pennsylvania.
The memorial, completed after years of bruising fights, budget overruns and cuts and a frantic construction pace, is scheduled to be opened to the families of victims of the attack for a dedication ceremony on Sept. 11, 2011, and to open to the public the next day.
