The ministry says the militants from various countries were arrested in multiple waves, but a quarter were subsequently released.
It says some of the suspects planned a car bomb attack on an oil installation.
The ministry says police found money, weapons and ammunition owned by the suspected militants, who had buried some of it in remote areas.
Al-Qaida calls for attacks against the Saudi government, criticizing its alliance with the US and hoping to disrupt the flow of oil to the West.
