In 1902 Theodore signed the Reclamation Act, which created the Bureau of Reclamation. This federal agency controlled the planning for and construction of dams. Electrical power from the Bureaus dam projects was to be sold to cities. The first project to do so was the Roosevelt Dam on the Salt River, which sold its electrical power to Phoenix, Arizona. Originally 284 high, a 1990s construction project increased its size to 357 feet. Today the dam has the capacity to generate 36,000 kilowatts of electricity.
