I live in Florida and we have Carribbean restaurants everywhere. There is a Jamaican restaurant a block from my house and that is where I had to go to get coconut milk a couple of weeks ago for my sister, whose husband is from the Caribbean, and he cooks with the milk often. I will go there to see if they have the powder as well. I have absolutely just fallen in love with Caribbean food. All these years having these restaurants near me, and I ony began eating Caribbean about two years ago

Hi, yes it it scotch bonnet chili sauce, which you can find at some ethnic supermarkets. I get mine from a Spanish store in my neighborhood. It's hard to describe the flavor of scotch bonnet, but if you ever had Jamaican Jerk chicken or pork, you probably have tasted it! (It's one of the hottest peppers you can try.)
Yes, you can definitely substitute with another kind of spicy chili sauce of your choice or even use a jalapeno pepper if you don't like your dish to be too spicy. hope this helps

I wish I could find the coconut powder.

Hello ladeeda81,
If you live near a Caribbean or Spanish grocery store, you should be able to find coconut powder. Another option if you still want to make this recipe is to use chicken broth and coconut milk . Coconut milk can be easily found in the International food isle of any supermarket. Hope this helps.

There really is no difference between black beans and rice and rice and peas. I know with Jamaican cuisine they use the term "Peas and Rice" which really means any kind of beans in a rice dish....
