Yes,the fish is to big.I also recommend to feed the Tegu out side of his enclosure like in a clean empty bin.Since the fish is wet the mulch can get stuck on the fish and the Tegu will eat it and can get impacted.I don't want to be rude but please do some research.Thank you.But the Tegu is cute.

my tegu wont eat anything he just sleeps under his water bowl all day

Dont feed them pet store fish. The chemicals in the water are not healthy.
