how the fuck can we locate resources(more importantly accurate resources) based on the search...w/o SEO? any idiot, even novice web guys can answer that...

Try Googling "black hat." This is not a new concept. Also note that he said "black hat - or sometimes even illegal," explicitly separating the two, not equating them.
