They aren't "mom jeans" cut into shorts... maybe coincidently mom's back in the 90's, or even nowadays, wear high waited jeans, but back in the 80's and 90's girls our age wore jeans that looked like that. so really, they are just retro jeans cut into shorts. its the style and its fashionable.
