God, more cuts. When does it stop? But I do think Brown does a good job of explaining why he has no choice.

I am a little hesitant about his proposal to constitutionally guarantee minimum levels of public safety funding. I don't like when we write that stuff into the California Constitution, it just makes future budgets harder to implement because there are so many rules already existing.

I went in to this video expecting a ton of excuses, but it was surprisingly straightforward. Still, I mourn for the California that could have been. We are losing what made us great and it appears that even a good governor won't be able to hold back that retreat.
