It was him. Only the President waves (who else would: the secret service, his advisors?), and you can make the outline of his face in the SUV following the limos. Basically everything you (or anybody) think you know about presidential protection is pointless because in practice they make changes daily.

Well yeah, minus Watergate, consider his accomplishments - He took the mess we were in thanks to Johnson and got us out of it. And Vietnam was a mess. So yeah, I'd consider him to be one of the greatest President's.

Not necessarily. President's have been known to ride with Secret Service agents from time to time. It keeps would-be harm doers unable to know exactly what vehicle POTUS is in.
