Your statement is pure bull***!!! Hip Hop came out way before educational budgets were cut. Music was still in curriculums deep in to the 1990's and into 2000. Don't attribute te birth of Rap and Hip Hop to a lack of music programs in schools. Hip Hop was born in the streets of New York in the 1970's. No disrespect but im tired of people downplaying rap...not all of it is or has been bad.
