In 1798, the United States was preparing to go to war with France because of French privateers acting against American ships. France was in the middle of a revolution at the time, and some Republicans had expressed their sympathy for French revolutionaries. There were also a lot of new immigrants from France coming into the United States. This made some Federalists fear that if a war with France started the Republicans and recent immigrants would side with the French, so they passed the Alien and Sedition Acts in June and July of 1798.

There were four acts which are known collectively as the Alien and Sedition Acts. The first of these is the Naturalization Act. This act stated that new immigrants, instead of waiting only 5 years to be able to apply to be a citizen, would have to wait 14 years.

The second act in this group was the Alien Act. This act allowed the President to imprison aliens deemed "dangerous to the peace and safety of the United States" during peace times.

The third act was the Alien Enemies Act which is very similar to the Alien Act except that it authorized the president during war to arrest, imprison, and deport any alien from an enemy power.

The final act, called the Sedition Act, stated that any treasonable act, including publishing anti-government works, could be punished by fine or imprisonment.

These acts were all enacted between June 18 and July 14 of 1798.

One result of these acts was the writing of the Kentucky and Virginia Resolutions. These were written by Thomas Jefferson (before he had become president) in direct opposition to the Alien and Sedition Acts. These Resolutions stated that the federal government couldn't undo things that were in the Constitution (the Sedition Act was in direct opposition to the First Amendment's freedom of speech) and that any power not specifically given to the federal government in the constitution was the responsibility of the states.

Another result of the Alien and Sedition Acts was that there was a lot of anti-Federalist feelings in the years following because of the contradiction to the Constitution and because the Sedition Act was mostly being used by Federalists to arrest Republicans because they disagreed with their political views. This meant that the Federalists lost the 1800 election to Republican-Democrat Thomas Jefferson.

While Thomas Jefferson was in office, he allowed three of the Alien and Sedition Acts to expire, and only renewed the Naturalization Act.
