You don't understand the Constitution. The phrase is "to the people" meaning that absent a law in the Constitution, by the Congress, or by the State Legislature, the people have the right to decide what to do. Everything which is not expressly illegal is legal for the states and the people. Congress has commercial and legal authority, states have police powers, and you decide what you want to do, sell, purchase, study, or say. The Congress making that decision "for you" is simply heinous.
