For the off-switch to be something that raiding guilds would even slightly consider using is to make them gain something from downing stuff without it.
For instance there could be achievements that says you have to down the boss without the debuff and you want get your title if it's active, removing misc drops (such as mounts) if the buff is active or not giving the token that can grant you epic gems
