Reducing the population is a dangerous topic because it can turn into a Holocaust. Combine that thinking with eugenics and it is a guarantee. The best and most humane way to reduce the world population is to get the developing nations out of poverty. People living in poverty have more children then people who are better off. Also educating women in developing nations is going to help reduce the population drastically. When women have rights and about contraceptives, there are less babies born.
