You are kidding, right? According to canon, as of now, only Revive is neuter. Tieria is a man. He can't change to a girl; when he crossed dress, Sunrise made it very clear that it was "special makeup".
And lots of people pair Neil and Tieria because there a bunch of official pictures with both of them blushing and Tieria sleeping on Neil's lap, etc. Really is just... there.
