It was the Eastern European Jews who came back to their ancient ancestral homeland of Israel in the late 19th and early 20th century and resettled this land. They needed a new language to reflect their new identity. This song is about the man who reinvented the Hebrew language.
Sorry, Jews needed a NEW language? Hell no, they already had one in the freezer. The language Genesis was written in. Any native speaker of Hebrew can read and understand (most of) the Hebrew Bible, since Hebrew was frozen in time for two millennia.
Ben Yehuda invented many new words, but he certainly did not reinvent the language, he updated it somewhat but mainly fought for its acceptance in everyday use.
As for Matti Caspi - if HE didn't exist - he would have to be invented!
Ancient or Classical Hebrew was "upgraded" by Ben Yehuda. Modern Hebrew incorporates many loanwords and neologisms necessary to discuss things that did not exist in the biblical era. So yes, you can say that Ben Yehuda did in fact reinvent the language for the 20th Century. And as for Matti Caspi - his talent and contribution to Israel needs no defense.

או שיש לך חוש הומור קטלני, ואני פספסתי אותו - להגיב דווקא כך לשיר הזה...
