You definitely get points for takedowns. And I believe knee on belly is 3 points, but I'm not 100% sure about that in IBJJF.

You do get points for takedowns in ibjjf tournaments as well. As long as youre able to controll your opponent down for 4 secs after the takedown you score 2 pts. I did last panams and I happened to be taken down in one of my fights and my opponent did get the points.
