An easier way to do this thing is once you have the portion or the whole image selected, go to Filters -> distort -> Spherical and click OK

You know, or you could use the lens correction filter and apply the opposites of correction.

Of course it looks like a fish eye, it's a fish eye EFFECT as she said. The reason why I use photoshop is because I can't afford a fish eye lens/darkroom/IR Filters/large format Camera etc. Know what I mean people, CS brings professional post processing to the masses at low cost. their just EFFECTS.
