No, as V said in the video, Rai-Oh cannot stop card effects which special summon another monster. Those effects that special summon a monster are called "Special Summons that Start a Chain". Rai-Oh can only negate "Inherent Summons" which are monsters that can special summon themselves like Cyber Dragon, Dark Armed Dragon, JD, etc.

@MagicianPugh Those cards start a chain, so Rai-Oh cannot negate that. That is because Rai-Oh negates special summons, not monster effects that lead to special summons.
