The dancers are Red and Struggie. There's another clip of them on YouTube. They're singing and dancing with Don Redman's band on the song Nagasaki.

@MsBedwell: The Nicholas Brothers aren't credited for this movie; I suspect the dancers are the Berry Brothers, who rivaled (as you can see !) the Nicholas Brothers at one point.
@SyberkaPL: The scene's probably from the 1936 film "Red Nichols & His World Famous Pennies." IMDB notes that "Troublesome Trumpet," a 1934 tune attributed to Michael Carr (the nom de plume of a British songwriter) was featured in that movie. A great piece of musical film history.
