This articulate young man spoke off-the-cuff at the New York City public hearing on two bills involving the city's horse-drawn carriage industry. He said that the treatment of the animals leaves him "speechless" and that the industry is stealing from the city and from tourists. He noted that a cash-only industry "is very hard to audit," a fact that is becoming disturbing to a number of people.
Councilman Tony Avella sponsors landmark legislation that would ban the industry, which is deemed inhumane by the ASPCA and the Humane Society of the United States, among others. Both of these mainstream groups support nothing less than a full ban, as does the Bar Association of the City of New York.
