he is using an alternator to hold back the wheel, similar to shifting to a lower gear on a gas fourwheeler holds it back and makes it suddenly stop. However, the energy from the wheel moving is recollected and put back in energy storage. In other words, its like, on a normal car, braking gives you some extra gas, so you can use that extra gas to get going again instead of wasting it to get ur car up to speed.
