North Carolina is a stupid joke. You can't even change your out of state drivers license if you don't own a motor vehicle. How stupid that sounds. Never gave a reason behind it. North Carolina gives those first time drivers who don't own a car prior to getting a drivers license a so called not Drivers License. Tell me what state would recognise a North Carolina issued not full drivers license how about none. I think Mandated Auto Insurance surely dosen't work in this economy.

@AmpedOhAte Because yours is a full license. The license I was talking about would of not be recognised as a real license. I think the law was intended from the understanding to get people to own a car and it makes no sense if that person intended to buy a car outside of North Carolina since no state recognises a not real license. I own a car by the way but that law is surely unfair to those who want a drivers license in which they took the course.

@AmpedOhAte Actually in the state I live in that in order to own a car you need a drivers license. See the North carolina law should be overturn that law is intended to punish a class of people more then what it was intended to do. I read that law and it is not intended for its purpose. North Carolina since they institute that odd license law it may had been the only reason they were short of a new congressional district.
