Those soldiers aren't prepared for crowd control. Plus any any point, those rock throwers can redefine engament rules and introduce firearms. It should not be tolerated.

Just shoot them already! If the world won't like it, you can just pretend to punish the soldiers who will shoot them. It's absurd that we can't shoot back to stop them, just because the world favors terror!
