You need to be on your second playthrough and you also need to be chaos alignment.

Chaos Alignment, what is that? is that the ranking of your monsters loyalty and second playthrough? what does that mean, sorry for asking questions, im not that PRO enough like you and how did you fuse beelzebub and lucifer? tell me their monsters that you use in fusing them...

Whenever you answer a multiple choice question you get either a law or chaos point, and that decides your alignment at any given time. Second playthrough means you've beaten the game once and are playing it a second time. And honestly I don't remember what demons I fused to get them. You don't really need any specific demons, you just need to beat them so that you're able to fuse them.
