Armed Forces TV in Okinawa used to run these back in the early 80's. I had never seen them before that, being from the West Coast.

Clutch Cargo was so damn obscure I didn't figure it'd come up when I typed it in. Guess I was wrong. What a hoot. It's so cheesy, it's funny.

The generic moving lips was a cheap cartoons producer's godsend. You could make one cartoon and dub any language over the mumbly lips. One cartoon is able to be distributed to endless markets. Highly profitable.
