@Yukimaru2100 These enemies are level 5554, you can see it around 1:25 in other words they are not level 9999.

i can't make them go to lvl 9999,there's no "stronger enemies" bill to pass on land of carnage either,only on the normal village,do i have to pass the "weaker enemies" to activate the "stronger enemies" bill on LoC?
