a "contingency" plan is a backup plan if plan A has failed.

Price knew that the Russians had the upper hand in the war due to the cracked ACS module... giving the Russians an advantage in electronic warfare.

The EMP from the missile he launched was meant to level the playing field and tip the favor of the odds to the Americans.

Plan A: take the Russians head on... failed!!

Contingency plan: Take out all electronics and level the playing field!

To all guys that are asking why did price say good when the missile was launched and is he a traitor price said good when the missile launched because he wanted to save the Americans from the Russians and ghost thought price was dead because he was inside the submarine

This is for the record (and for those asking):

Price isn't bad, he launched the missile out of desparation. He wanted it to blow up in the upper atmosphere so it would stop the invaders in Washington. He knew it would affect the american troops too, but it hurt the invading Russians more. Essentially, Price's move saved the White House.
