Just make it legal. You don't need to regulate or tax it. In fact regulations are the reason our economy is failing. You already have taxes in place they are called sales taxes.

We will need something to the effect of a nuclear explosion to dismantle this abomination. To many people have a personal interest in keeping this going. If anyone thinks, for one moment, that a Jack-Booted Thug is going to give up their cushy Government job, that's comes with far better benefits than the general public has access to, is a lunatic!
