Currently, all parolees facing revocation hearings have access to counsel to help them examine the evidence against them to make sure it's sound. That's only fair. If someone were trying to put you into prison for up to a year, wouldn't you want due process and legal counsel? Prop 9 would take away representation for all but a fraction of the accused.
