Your workpiece is not submerged in water but a non conductive dielectric fluid. Basically diesel. This tells you how the operation is set up but it by no means tells you how it works. The wire does not cut either. The spark coming from the wire to the workpiece erodes thousands of tiny particles of steel every second. It is far more complex.
