Minority exclusion of the majority is not a human right. In the US, force busing, for the dilution of cultures, is social progress, so is the rejection of the Akaka Bill for "the Amerian tradition of assimilation".
The death penalty exists in the USA, even when there is existing bias against minority groups.
The strength of the Chinese legal system is pertinent, but If some Tibetan Chinese really committed crime that calls for the death penalty, they should die for their crime.
