i have a stupid ? wat does sandbagging mean, is good or bad

sandbagging means in the derby world going around just barely tapping people staying just barely under the legal limit for hits. It is a strategy that does win derbies but makes the winner a woose and a cheater. Sandbagging at a party is the one who leaves their drink half full and gets another one. In golf or tennis it is one who under plays their abilities, cheats, to get a higher handicap. In football it is a total slacker who does not perform as well as they can. It is NOT a good thing

round here about 10 of them run out there and paint you car red. they usually dont last very long after that
