I think this is more appropriate a them song with how fast paced the scenes move and how unserious the mood is:

since this is and OVA it is a pittiful attempt to develop a relationship between Densuke and Chiharu, which is what the real them song would seem to suggest the cartoon feels like it went off half-cocked:

The manga has much better character development that could actually be characterizd by the real theme song

If I was him I'd be more inclined to be mad: very quickly,

with both Kirika and Yuriko: what little compassion they might have doesn't undo the misconduct
