I could understand him not going that extreme. But this was done all wrong. he didn't even remove all of the rust in the affected areas he wanted to cure. & and primer without paint being optional? It would just rust again. Primer soaks up moisture.
Horrible video. Bad advice. Not an expert.

If you want to do it right the first time. I suggest you remove the handle bars and engine off of the deck. Then I suggest you use a power wire brush on the whole thing, then sand it down, then prime, then paint, bake it so the primer and paint adhere properly, then put the engine and handle bars back onto the deck.
Then IMHO, you will have restored the deck ;) Thanks for sharing
