Dr. Luetke presents the differences in languages and systems at a Texas Statewide Conference in 1997. She begins with work done by Dr. James Woodward to introduce the topic (ex. which L/S TODs were using in 1995—99% using some form of English—2/3 of TODs use sign and 1/3 oral or Cued Speech). Barbara explains the advantage of signing English without voiced to be more grammatically-accurate, research done by Dr. D. Power (Australia). Programmatic and curricular modifications are noted.
