Lands Minister, James Orengo has insisted that the sale of the Grand Regency Hotel was shady, saying as far as he was concerned, it was not a government-to-government arrangement. Testifying before the Cockar Commission, orengo said there was no way the sale of the prestigious five star hotel could have been a deal between the governments of Libya and Kenya yet the Attorney General, who is the chief government legal advisor, knew nothing about it. He also accused the Commissioner of Lands of intentionally keeping him in the dark over the deal and disregarding his orders.
