The pastor may not have participated personally in the abduction, but he surely ordered it and is party to the false imprisonment and torture of this child. His bail should be higher, not lower than the others. In fact they should all be held without bail. Let them see what imprisonment feels like, especially when the other inmates find out what they've done.
