I'm against the stimulus bill as anyone, but just for the sake of playing devil's advocate, I don't see the inconsistency in these clips. On one clip, he's saying only the government can create the *short term* jolt get us quickly back on track (which I disagree with, it'll makes things worse in the long run). On the other clip, he's saying that ultimately, in the *long run* it's up to business to create the foundation.
It's kind of a "lead a horse to water, can't make it drink," argument.

The truth is if the Government did nothing but stay out of the way of private enterprise it would right it's self far faster then this package will do. Remember it was the government intervention with Fanny and Freddy that got us here. Already congress is interfering with banks trying to force them to back the already defaulted borrowers. We are going to bailout auto companies at the same time force them to build cars nobody wants to buy. STUPID plan.
