this reminds me of the screens that would come up at the very ends of old VHS tapes. i have a video of it up here. just type "weird things at the ends of VHS tapes" in the search.

I'm guessing that the audio is coming from an AC-3 LaserDisc. The crap you hear in this video while not only being more bearable than Justin Bieber, is actually the Dolby Digital data stored on an analog track. Most LaserDiscs players made after around 1995 have an AC-3 chip and an AC-3 RF output to demodulate the information. With this procedure, you could hear silence in surround sound. It is likely that this video was recorded from an old analog-only player.
