yes. keeping stride rate high and stride lenght low is not good because once you increase you stride length your leg speed will follow and you will cover more distance than if you were running at the same rate with smaller strides.

Does increasing stride length increase speed time? I read that to keep the stride rate high and keep the stride length to a minimum.

I have a done alot of research on youtube and you seem to be the only person who really knows what they are taking about. I used to compete in the 400m and 200m up until i was 18. i am now 32 and want to start competeing again. i havent lost everything cause i stayed jogging through all the years, but i lost my form what is the best way to get my arms moving smoothly again and properly. i am trying your comments about stride length cause my sprinting strides are now short and choppy.

I would think because he is talking right after running hills is good. His heart and breathing rate is going as part of the recovery process.

Stairs and hills are excellent but they should not be the main focus of a speed development program.
If you don't have any equipment that is fine. Many ways to develop speed without any special equipment.
If you send me a video and tell me what type of place or facility that you have access to, I could offer you some ideas on drills and workouts.

In the above video, it is not the stairs but the way I am running the stairs along with working on my hand action that makes this a good way to work on speed development.
