That's the great thing about TeamKilling. It's not really considered harassment, and if people get angry at you (which they so often do), the things they say and the messages they send are break the Code Of Conduct far more than TKing ever would. For one instance of me harassing someone by killing them repeatedly, I have 5-10 instances of swearing, racial remarks, threats, and harassment.
tl;dr Teamkilling is fun, easy, and safe. You can't get banned for doing it. The people who react can.
